Flaminia Aperio Bella is Associate Professor of Administrative Law in the Department of Law at Roma Tre University. In 2023, she was unanimously granted “National Scientific Qualification” to serve as a full professor in the same field.

She holds chairs in Health Law (from a.y. 2020/2021), Independent Administrative Agencies (from a.y. 2023/2024), Administrative Court Procedure (from a.y. 2024/2025) and previously in Administrative Law (a.y. 2022/2023).

In the academic year 2021/2022, she designed and taught the first course on One Health from both a legal and policy perspective within a Law faculty. As a result of this, she edited and co-authored a volume on the subject titled “One Health: protecting health across national and disciplinary boundaries” (One Health: La tutela della salute oltre i confini nazionali e disciplinari. Per un approccio olistico alla salute umana, animale e ambientale, Naples, 2022). In 2024 she has been awarded a three-year grant for the Jean Monnet Module “PROHTECT-Promoting opeRationalisation of One Health Through EU juridiCal Tools”.

Her academic journey includes significant international experience, having been a visiting scholar at the Max Planck Institute for Comparative Public and International Law (MPIL) in Heidelberg (2014, 2017) and a visiting fellow at the Deutsches Forschungsinstitut für Öffentliche Verwaltung (FÖV) in Speyer (2017, 2019). In 2018/2019, she received funding from the DAAD (German Academic Exchange Service) for a project on developing common European standards in judicial control of public administration, which led to a research fellowship at FÖV in Speyer and a one-month research stay at the University of Paris Nanterre.

She is a founding member and coordinator of the research committee at the Interdisciplinary Center for Health Law Studies (CeSDirSan). Member of the editorial board and editor in chief of primary Italian Law Reviews (Diritto e società, Osservatorio di diritto sanitario federalismi.it, Il processo), she is involved in national and international research groups (e.g. Neuroderecho and Global Pandemic Network) and projects of relevant national interest that has been founded by national Ministry of research (PRIN), holding coordination roles within them. She was part of the group of scholars established by the "Centre International de Droit Comparé de l'Environnement-CIDCE" for thedrafting of an international treaty on pandemics based on the One Health approach.

Flaminia Aperio Bella is the author of two monographs and about seventy publications in national and international law journals and volumes, primarily focusing on health law, administrative law (both substantive and procedural), EU administrative law, and public procurement.
